The sororities that are eligible started right after bid day. COB is just sororities reaching out to individual girls. Signing up with panhellenic is the first step but not enough, you need to reach out to girls you know in sororities and tell them you are interested in their chapter. If you tried formal recruitment, don't count on chapters that dropped you to be interested. You can always make connections this semester and try again in January.
