No, they don't "have" to take anyone. A separate quota just means that upperclassmen aren't competing with freshmen for spots and are considered in their own pool. No sorority has to carry anyone to the next round if they don't feel she is a fit and they don't care nearly as much about taking upperclassman quota as freshman quota.
