Correct- they are suspended from the TAMU IFC for three years Wrong- Nationals is backing them, allowing them to keep their charter and operate for the three years they are not on campus. They are still under the supervision from nationals and have to follow their rules, just like they would be from TAMU of IFC. But you're right it could have big advantages in rush.
