Highly desired houses are forced to release more PNM's than those that are less desired, and this is based on statistics and how PNM's preference each house after each round. Houses like XO and Kappa are forced to release about 50% of PNM's after round 1 where another house typically releases significantly less than they do (this is so the PNM can maximize her options). As the week goes on, they have less PNM's coming through their house, and other houses have more than them. By the time you get to skit and preference rounds, those other houses have party sizes can sometimes be 25-50% larger than they are across the street. That has often forced some houses to add more parties to a round (example in the past: 3 pref parties stretched into 5). The premise is nice, but at the same time, the PNM realizes that all the "top" houses are done for the day after the 'normal' amount of parties have taken place, and the other houses don't get to do MSS until later since parties run later. Enter dark parties. Dark parties are when an entire HOUSE sits out a round, just like a PNM does if she doesn't have a full list of parties. So now, CPC says EVERY house will be on a 5 party schedule, even though some might only need 3. Someone like XO might only hold their pref parties for party 1, 2 and 5, where other houses would hold all 5. This makes it less obvious that other houses have more PNM's than the other houses and allow chapters to start decorating and MSS at the same time, whereas other houses were starting post-party duties 2-3 hours after "top houses." And with that I'll disclose that's a bad example because this year they are going from 3 pref parties to 2, but hopefully that makes some kind of sense.
