The MOST they invite back depends on return rates. The elite chapters usually invite back way less than the RFM 'Chapter carry figures'. This makes the idiots who run RFM mad, because they lose control. RFM can't make anyone give out bids if they are 'released'. So the elite chapters 'release' everyone they don't want.
