Pi Phi is clearly higher than Theta in almost every regard except for maybe grades but in some semesters even Theta drops down to 4th place or so. I would say Pi Phi is more similar to XO than Theta. AXO is definitely the more party version of DG, but it's still above GPhi and KD.
