I had a friend who did the same thing her freshman year and came back and rushed her sophomore year(this year) and liked her outcome. I don't know if it would be different for you since you would be a junior but you never know. If you do decide to rush again I would definitely recommend getting your gpa up, getting involved in a lot, and trying to make connections like you said. You may not get in one of the best houses but I think you still might have a chance.
