Graduating seniors or chapter size have NOTHING to do with the number of new members during formal rush. If a chapter is over Quota, it's because of Quota Additions. QA's are new members who marched after Quota had been reach because they maximized their options (either someone who only had 1 invitation to Pref and was therefore guaranteed a bid to that house OR someone who did not get a bid to either house during bid matching but because she maximized her options was added to one of the 2 houses as a QA).
