It shouldn't impact quota at all because quota is the number of pnms attending pref round divided by the number of chapters. Something like 2% of pnm's who attended 3 pref parties and listed all 3 chapters on their bid card were matching to their 3rd choice while 98% matched to their first or second choice. If those pnm's had only attended 2 pref parties, they would have matched to one of those houses as a quota addition instead of getting their 3rd choice. 3 pref is nice idea in theory but not really necessary. A lot of campuses have gone from 2 pref to 3 and back to 2 because the stats were similar.
