Just because a house meets quota during rush doesn't mean they are "full", it depends on if they are below Chapter Total Membership as set by panhellenic. If they are eligible they can fill the few open spots they might have. COB is just COB, no announcement necessary, no events required, they can just offer bids; there is no such thing as "undercover" just because they don't publicize it.
