The release percentage numbers are not published or discussed, only the rush chairs and pan recruitment officers know the precise percentages. But the highest percentage of releases are from GG to Philo, next highest for House Tours, and then lowest release percentage for Pref. The percentages are different for each chapter and are given to them by Panhellenic, based on the past few years of recruitment data. Stronger recruiting chapters have to release a higher percentage at each round, which has nothing to do with 'ranks' that people talk about, they are based on actual data. The reason the release percentages start high is to allow pnm's to know where they stand with a chapter as early as possible in the process. If there is little to no chance for a bid, it's not fair to carry those pnm's to the next round, and best for you to find out ASAP so you can focus on your remaining options.
