I'm in the same boat as you, but I'm pretty sure the Rush packet is for whoever is writing a Rec for you. They may pass that on to the sorority, but I think what the sorority gets from you is whatever you submit when you sign up for recruitment. If I am wrong, hopefully someone will correct me, but I've put packets together with pictures, a resume, transcript, etc... for my wonderful Rec writers, and wasn't told one needed to go to sororities as well.
