You can still get in a Tier One fraternity even if you have not been contacted by them yet. Guys rush is not nearly as organized as girls rush. You can not expect to get in a Tier One fraternity if you wait to meet them during rush week or do not network once you get to campus. I would also not call Phi Delt a Tier One fraternity. They have some really good guys, mostly OOS but have had to rely on too many snap bids the last three years.
