Being from OOS is not a real good excuse. More than 50% of the girls in most sororities are from OOS. The only exception is xo. I'm from 800 miles away and still managed to meet girls just fine the spring before freshman year. Like it's been said 10000000 times. It's all about connections. Don't underestimate the power of alumni. There are rebel clubs in just about every major and some not so major cities across the nation.
