Quota additions are GIVEN based on how the girls who would have been dropped but maximized their choices ranked the houses. Houses CANNOT PURPOSELY CHOOSE NOT to get quota additions. That's a blatant lie. Yes, more popular houses have to make more cuts, but the houses that are at quota didn't get quota additions because the PNMs ranked them lower in comparison to the other houses they preffed. So DG was likely ranked lower than the other highly competitive houses by pnms. And Theta was likely ranked lower than every house, even ADPi.
