obviously ole miss legacy > oos legacy. but chio is very legacy based. in fact, if you are not a legacy (in state or out of state) your odds of going Chi o is close to 0%. If you have active friends and know actives, then I'd say you have a great shot at chio. Over 80%. If you don't know anyone and just show up as a OOS legacy then the chances are less than 50%. Only top tier (ddd, xo, kd) that doesn't care about legacy is kd. xo is most legacy based, so you got that under your belt. mid tier (dg, kkg, phimu, piphi) being a legacy almost guarantees you in. aside from kkg, they look at few other things
