Focus on those houses. Legacies are so tough. Because IU is so large and has had Greek life for so long, there are probably at least 5 straight legacies (a sister or mother or grandmother - some chapters also count step-mother- was in that sorority at IU) per long-standing chapter at IU (think the houses that are the oldest on campus!). There are probably another 50-90 legacies at each house if you include girls whose mother was in the sorority but from another school (not IU), and 150+ if you include all the girls who have aunts, cousins, etc from another school (not IU), it gets crazy. Legacies are so hard because if the sisters perceive that there isn't a fit, then there isn't a fit. All houses cut legacies, sometimes even a legacy whose mother is not only an alum of the chapter but also works in nationals (I know a few cases of this at IU, especially among chapters whose nationals are based in Indy). I know literally dozens of girls whose mothers were legacies to one chapter at IU and they ended up pledging another (often due to being cut) and they were extremely happy in their new place. These girls also ended up being some of the very best sisters in the house- always willing to help out. If your legacy filled out a sponsor form and requested notification, then she should have been called. I am sure that your legacy would want you to make the best of rush and become a great sister to a new chapter in the family. Hang in there. It will all be over in 48 hours.
