No chapter can cob if they met quota during recruitment or are at house total. After recruitment almost all are full. There is no such thing as "private" cob, it's just cob. Chapters don't have to make an announcement that they have open spots or hold events. Cob isn't a secondary "private" rush, chapters are just looking to fill any open spots, if they even have any, with girls they already know. Chapters only publicize they are doing cob if they need to find some girls to fill spots. Chapters can cob if they are eligible however they want. There's no private/public anything.
