Tiers have always been an issue. Even in my mom's day (pre Greek Rank). It really does boil down to who pairs with who. If you go to randomize pairs, eventually, that will be all anyone knows when they go through recruitment. Randomizing will act as an equalizer. If worried about people not attending- make it mandatory or no other pairs for the weekend/event. Change isn't going to happen without some push. "Top tiers" may not like it, but they may also find nicer guys/girls in lower frats and vice versa. Why not give it a chance?
