Two years ago the chapter with the highest return rate was a middle tier chapter who knew exactly who they were looking for and nailed it. So called top tier chapters often don't have the highest return rates later in the process because they are competing against other top chapters. Also, no chapter has a 100% return rate due to drops, illness, and random crap like the PNM sees a girl who slept with her HS boyfriend across the room and ranks them bottom. Happened on my floor when a girl had no idea her least favorite person in high school had just transferred to IU at semester break and was in one of the chapters.
