If you're close enough with people in the chapter, you will hear about anything that's going on. If you're that close to them, you'd also be able to frankly ask them what is going on and get a real answer. If not, social media and the "open" events that the chapters you listed will put on is all you got. Btw, TPA is not confirmed for informal recruitment. ASA should be having it though.
