It is worth it. Joining a chapter isn't about the parties. Yes, social life is part of it, but it's about the friends and sisterhood first and foremost. Lower tier houses still have pairs, date parties and everything all the other chapters do. If you've met girls you liked, chances are there's going to be even more girls you'll like. Give it a chance. You can always drop before initiation if it doesn't work out.
