No chapter has a 100% return rate due to women who drop out of the process, even the "top" chapters. 98% is about the highest rate around and several chapters have that rate, but AXO is not one of them. Look at their GPA and where it falls in rank, they are known to take a few grade risks from time to time. I am going to assume that they wanted to take those grade risks and their recruitment advisor dropped those women down on their list and moved some girls with higher GPAs up the list. Those girls with the higher GPAs did not put AXO in their top 9, not because there is ANYTHING wrong with AXO...great girls. This would cause their return rate to drop. Advisors don't always do the right thing, they think they know what's best but often don't know who fits in a chapter, they just see GPA and go WOW.
