On most other campuses, pairs for all-campus activities and events are in a set, random rotation by either IFC/Panel and/or the Student Government Association. So, for an event like Homecoming or Little 5, each chapter would be paired by a rotating list from the student leadership organizations. Sometimes, three housing units might even be paired if one was smaller. On some campuses, the dorms or commuters are even paired with GLOs for these events. Student Govt starts it with a rotating list, and everyone knows the rotation. It switches from event to event, so eventually over the years, everyone gets paired with everyone else for big campus events. You work with your assigned pair for joint spirit activities (or whatever) related to the event, and that's who you have your social event(s) with related to the all-campus festivities. On some campuses, GLOs can - and do - create their own pairs for random parties, but for the big campus events, the pairs are assigned. It helps stop this ridiculous tier rating stuff and helps the Greek community as a whole to get stronger by forcing everyone to hang out with groups they might not normally hang out with and get to know them. People start to realize they're more alike than different.
