Yes and no, the answer is that there are some legal implications to breaking ties with the university. You really need a lawyer to look into it. If people were serious about this, it would require tremendous coordination between all the undergraduate chapters, their national offices, IFC, and the Alumni IFC. I won't say it is impossible but to break off from IU but it is not as simple as simply declaring yourselves independent organizations. Such an effort would have to be lead by IFC since its can't be a single chapter pushing this. IU would just make up some excuse to close that chapter.
