IU does use RFM. I can assure you. What they don't do is set campus total meaning IU allows chapters to be whatever size they choose is best for them. The reason they do this is because IU just couldn't drop bed rush and knew it needed more spots, so four chapters have been allowed to colonize. Now that times are changing (slowly) at IU, the assignment of quota will be very much in line with NPC rules and will have the computer run several scenarios in order to match the highest number of women possible.
