True and not true. The recruitment team for each chapter can pretty much guess who got snaps. If you didn't attend pref but yet you show up at ZTA on Bid Day, you got a snap. Same thing with Kappa and Alpha Phi. However, Alpha Phi played their two snaps off as they were at pref, you just didn't see them. Snaps are a common thing with upper and lower tier houses because of RFM. Middle tier chapters do a better job of figuring out who to invite to their parties and matching with the PMNs they have. Upper tier houses can only invite a small percentage of PMNs to pref, that's how RFM works. It levels the playing field by giving the weaker recruiting chapters a better chance to match with PNMs and make quota. For example: Let's say ABC is the strongest recruiting chapter historically. This means if they are taking a quota of 60, RFM only allows them to invite back a small number of PNMs because they typically fill their quota first and with the girls at the top of their lists. They may only get to invite 150 PMNs to pref, but the other top houses may be inviting these same girls to their pref. So, the top chapters are cross rushing with similar chapters and fighting for the same small group of PNMs. This can cause them to miss quota by 1 or 2 just due to the fact they didn't get invite a ton of PNMs back. It's not a bad thing or a good thing, it's a numbers thing. I wish IU Greeks would figure out that 1 or 2 snaps is not a bad thing. It's only a bad thing when a chapter gives out more than 10 snaps. The weaker recruiting chapters still have a quota of 60 but they are allowed to invite back maybe 300-400 women because many of these women will drop before pref before they get their invites back or they will match with a middle chapter on their list, or they will suicide a house they like better not ranking the lower house at all. This happens a ton at IU. A high number of women drop after they get their pref invitations back if they don't like what they get back. They should go to the pref parties and see if something changes, if not then they can not rank.
