Some houses take juniors once in a while but it really wont be worth it to rush as a junior. The bottom 4 or 5 houses like, Pi phi, AoPi, SDT, DG, might take a junior if they really like you. So you already have a small selection of houses to pick from and they would also have to like you and pick you as well. Which means, less of a chance for you to find a house that's the right fit for you. On top of that 99% of your pledge class would be freshman. For most juniors, I don't think they would enjoy hanging out with freshman girls who're still living in dorms.
