to "yup" Yes, Tri-Delt is very strong nationally so it's odd that they struggled here for so long, but then even the strongest sororities (nationally) have struggling chapters. To close twice, however, is a big deal and makes me think that a) National didn't wait long enough for the 'image' of a struggling house to go away (I'd wait 8 years, not 4) and b) Perhaps they didn't provide enough on-the-ground support to the re-colonized chapter. Every sorority has "graduate consultants" who work with new chapters and if I were Tri-Delt, I'd have one of them spend all of rush with the chapter if/when they recolonize. And they absolutely must renovate that house - it's not attractive and while it's silly to base a sorority's appeal on its house, it's the first thing girls see when they arrive for a party. Kinda like meeting a guy for a blind date and he's horribly dressed - not a good start.
