Any sorority that is under quota after fall recruitment can COB but they are not required to do so. It's usually pretty limited. You can register your interest on the Panhellenic website but that wont do much. You need to focus on making friends in chapters you are interested in. If they have space for COB your friendships can help. If they don't you can rush as a sophomore and it will help a lot if you are friends with actives.
