COB is not a secondary rush week, it's entirely up to each chapter how they offer bids, if they do at all. Not every chapter will be eligible to give spring bids, it depends on the number of December graduations and member drops. The ones that end up with a few openings will offer them to girls they know and already have in mind. The ones that will have more openings will need to actively recruit and will have events. The best way to get a spring bid is to know members in sororities and express interest to them and to follow panhellenic social media to see which chapters arenannouncing that they are actively recruiting.
