No, not at all, and this year will be especially restrictive for COB because Theta is coming back. COB is not a second chance rush. Chapters can only offer bids outside of recruitment if they either don't match to Quota or if they fall below whatever panhellenic sets as Chapter Total Membership. So those bids are few and far between anyway, especially at the more in demand chapters. In order to help KAT reestablish, Total will be set lower and the COB period may actually be delayed. Getting a COB where they dropped you will be hard unless you get to know members and they pull for you, and if they have any openings.
