In my (biased) opinion chi phi is underrated. Could definitely hang with the top tiers. Parties are always crazy and a lot of fun, cool guys, and it seems like they genuinely have good brotherhood. Have been making steady progress up the last few years from what I've seen. Maybe a llittle too late night heavy but that's their thing and they do it very well. Asig also needs to get more credit than they do. Great parties, brotherhood and just all around good guys. They would definitely be the first to move up if a top house was in trouble.
