Respectfully, the main reason the so-called “bottom” chapters appear to have done unusually well with their PCs this year is because Panhel changed the matching process. The “top” chapters still secured some of the girls they wanted, yes, but they also missed out on many who strongly preferred them as well. A large number of girls who ranked “top” chapters highly and were reciprocally wanted did not receive invitations back, and instead were matched with “bottom” chapters. That’s what explains why those chapters’ PCs look stronger this year. It’s not that the “top” chapters did poorly, they still have a mix of girls they wanted alongside some randoms. The “bottom” chapters simply benefited because many of the girls they received had initially hoped for “top” chapters. Whether you agree or not, this is true!
