COB is completely dependent on what panhellenic sets as Campus Total after bid day, and chapters below that number are eligible to COB, if they choose to. But pan might make a change to the usual method and go lower this year because of the record high nm numbers. If so, no chapter will be under Total and even if any are it would be only by one or two and they don't have to fill them unless their nationals forces them. But honestly the memberships are going to be ridiculous to manage as it is and no chapter is eager, or needs, to add any more members after this recruitment surge. COB is not and never has been a secondary recruitment anyway, IDK where pnm's get the idea they can duck out of recruitment and then get a second chance with some back door bid. It's not that, never was.
