Yes, it "matters" in that sophomores are counted differently, but it's also the case that there are far fewer sophomores rushing. So don't worry about it it evens out! Last year almost every house took several sophomores. So it probably evens out. Now that I think about it, the only way "weighting" sophomores could make sense is if Panhel was worried they would be too often favored over freshmen otherwise.
