This smart guy doesn't even know ATO won't even be eligible for recolonization until next year. They got 5 years in 2021, 2027 will be their year they can come back if UT allows. KA is actually pretty solid so far BUT have a LOOOOONG way to go before they're where this rank puts them. If you were to remove ATO and replace them with KA I'd sign off.
