No. Since Total does not exist until after bid day, quota doesn't 'push a sorority above' it, it's a number that doesn't exist yet. Whatever Total was last year is no longer in effect at start of fall, Total is reset by panhellenic every year after rush and takes into consideration all the chapters' new membership numbers on bid day. More pnm's = higher quota = higher memberships = Total being higher. Total is THE NUMBER NOT TO EXCEED. Chapter memberships may end up being at, below, or over whatever panhellenic sets Total at. It all depends on how many returning active members a chapter has at start of fall plus how many new members they take from recruitment. Chapters don't want to COB if they don't have to. It's a pain. They already did recruitment, they have a new class, they are good and don't want the extra work. But anytime a chapter loses members, either from members dropping or Dec graduations, if they drop below Total they are eligible to COB.
