Most pnm's who don't get bids are the drop outs. They don't get asked back to certain houses so they drop instead of sticking with the chapters where they're wanted. If all the pnm's who thought they were too good for certain sororities would just stick with it and take a bid then their new member class would actually be all that. They would recruit an even better class for their house the next year, and then be running their chapter the year after.
