anyone posting about cob having anything to do with sorority status is likely not even on campus. many houses use the openings left by their dec grads to invite friends of sisters / chapter that they feel would be a good addition to their sisterhood. all / every house from top to bottom occasionally does this. this is completely different from the chapters that open their doors to PNMs or host recruitment events in the spring to boost numbers or fill voids left by smaller new member classes. there is nothing negative about having a cob class. in fact seems evident of a welcoming sisterhood.
