Why would she lie? Why in the world would she try and make change for a chapter she is not even affiliated with? You're probably one of her sisters who just cannot stomach the fact that your sorority has serious flaws that need to be addressed. This exact thing is probably why she hasn't said anything in the past week or so, because her "friends" or "sisters" make her feel like what she is doing is wrong. I would be seriously shocked if this was not a Zeta, I don't see why a girl in another house would ever try and make a change from within a sorority she is not a part of. Also, I hate to break it to you, but if you look through the comments I don't see a single ZTA disagreeing with her. How would she know so much if she wasn't actually a part of it? C'mon now.
