This post is confusing pnms - let me clarify. When you go and rank for prefs you will rank your houses (1-5). At the same time houses will be ranking pnms. If you don’t get your top 2 choices DOES NOT mean you won’t go to prefs as you have the ranks 3-5 still. As long as you aren’t dropped by all 5 houses on your list you will go to prefs somewhere Once at prefs, you will no longer be dropped. If you only pref at one house - you will get a bid from that house. If you are preffing at 2 houses - you will get a bid from one of the two. If you pref at 2 houses, you will rank your top choices. The houses will rank the pnms. If you are high enough on your top houses list, you will get a bid from your top choice. If you are low on your choice one, but high on your choice two, you will get a bid from house two. If you are low on both your houses list, you will end up at either house depending on factors out of your control. Hope this is helpful!
