This is how every schools rush works. You don’t have unlimited options to get a house, they have to like you, and you have to like them. That’s why you have the pref round - houses need to narrow down the number of pnms. If you were allowed to get a bid from a house you didn’t pref at you would screw over girls who did pref there due to a quota. The way it works now is so most people end up somewhere and not without a house at all.
