@Q, example: if a house is allowed to take 100 girls in the member class - The houses rank the girls from 1-100 and have a fall back list that is also ranked (101-200, etc.). When the pnms rank the houses if they fall in the first 1-100 house list, they will get a bid from that house IF they also put them #1. PNMs have first choice, so if a girl is at the top of the bid list at both her pref houses, she ends up at her number one choice. It is how the houses rank pnms and how pnms rank houses. Another example would be if a pnm is low on her #1 choice list (house A) but high on her #2 house (house B) list. If house A only has to reach pnm #120, anyone ranked 121+ on house As list will not get a bid. That same pnm will only get a bid from house B, if they are ranked high enough by the same logic. If the pnm is low on both list they may not get a house.
