Nooooo top tiers can definitely do spring rush. Like if a chunk of girls graduate in the fall then they still need the numbers, it just doesn’t mean they’ll take like a huge amount of girls, maybe like 5. Or if like prices rise a lot for a sorority from one year to the next then people will drop because it’s too much. So yes top tiers can do spring rush!
