How many friends you make during recruitment is all up to you. Do you want to invite a girl in your group to grab lunch with you, or will you eat by yourself? Get someone's number and ask if they want to grab coffee with you before home base? Personally, I didn't make any friends through rush just because it's already so tiring that I wasn't trying to meet people on the side. A better question is, if you're 90% sure you won't accept a bid to any house, why would you want to rush? Rush is ONLY worth it if you end up in a house you love. It's long and tiring. That said, I strongly agree with everyone who suggested you rush as a freshman in fall. If you really have to, though, Spring is an option, but pledge classes are extremely small, between like 6-12. You'll likely end up in a "lower tier" house in spring than you would in your freshman fall (you'll likely be in a lower tier if you rush as a sophomore, too), but I would take an extra semester in a lower tier house with a close knit PC over rushing as a sophomore and potentially facing heavy cuts in a much more difficult recruitment process.
