Unfortunately none of the sororities nor PNMs understand fully how the Panhellenic bidding system really works (that's "the system") because it is encompassed by how each individual sorority does their member selection process. So you'll never really know, tbh. But please please trust the system because it really does work out in the end! A snap bid is when someone who voluntarily dropped out of recruitment before prefs/bid day is extended a bid by a sorority so that they can reach quota. :)
