Snap Bids are girls who have dropped out of rush / did not receive a bid from any Panhellenic chapter / were dropped from every house before rush was over. Because they have not picked a chapter and no chapter picked them, they are basically "leftovers" in case of a Panhellenic quota emergency. Every chapter needs around 80 girls per pledge class because nationals needs them to pay their dues. So, these backup girls (that became backups because they were weird or didn't fit in at any chapter) receive bids from the sorority who didn't make enough girls like them. Snap bids received bids from a Panhellenic chapter because less girls picked that chapter as #1 after prefs than the chapter anticipated. For example, if Alpha Alpha Beta dropped a lot of girls during rounds 1, 2, and 3 because they want to seem exclusive, elite, and selective, they will have less girls attending Prefs at their house. However, if they don't make that small pool of girls LOVE them, the small pool of PNMs may pick another chapter as their #1 pick. Because so many girls picked another chapter as their #1, Alpha Alpha Beta is left with a smaller pledge class than Nationals demands. Therefore, Alpha Alpha Beta has to go to the list of girls no one wanted as pledge class fillers so they can pay nationals. I know a lot of girls who took snap bids (and are made fun of, regardless of the promise of "confidentiality") and a lot who refused to take a snap bid because they didn't like the sorority flat out.
