True that houses that don't fill to total will do COB. Here is what you REALLY need to know. If a house only has a few openings, they will do invite-only parties. It is COB but if you sign up, you won't always get invited to the house. Chapters need to figure out if it's worth the resources based on the number of openings and they interest they have received from connected PNMs. Keep an open mind.
