That's not how snap bidding works, but that is how COB works. Snap bids happen before bid day, so any snap bids would have already gone out by now. Whether Kappa would have requested chapters not to extend snap bids, I'm not sure, but I highly doubt it since it's still part of the formal recruitment process. Kappa can and likely did request a moratorium on recruitment for them to build their colony, which means once total is reset chapters can't COB for a given amount of time while Kappa recruits, so that PNMs don't skip Kappa in favor of an established chapter.
